Executive Summary
This evidence-based report analyzes, from a public health perspective, the impact of the 2003 war in Iraq on health, the health system, and relief and reconstruction. Health is harmed by conflict-related damage to health-sustaining infrastructure and to the health system, as well as the corrosive effects of conflict-related factors such as poverty, unemployment, disrupted education and low morale. The effects of the war must be measured not only by death and injuries due to weaponry, but by the longer-term, enduring suffering.

It’s a late morning start today…as I’m waiting for Abu Talat, who calls to tell me he is snarled in traffic and will be late once again, huge explosions shake my hotel. Shortly thereafter mortars are exploding in the “green zone” as the loud warning sirens there begin to blare across Baghdad.

Shakir al-Dujaily is the public relations officer for the Communist Party (CP) of Iraq. The Communist Party is the oldest party in Iraq, started in 1934. It has a broad base across Iraq, comprised of Arabs, Kurds, Turkomans, Christians, Muslims, and Sabaeans. It has 93 offices scattered around Iraq. On November 28, CPT met with al-Dujaily in the party’s Central Committee office in Baghdad where the bi-weekly party newspaper is published.
A recent meeting of some major political parties expressed support for a delay in the scheduled January 30 election of a national assembly tasked with shaping a new constitution. The CP did not join that call because it felt there had not been sufficient consultation and development of a plan to resolve election complications before the parties went to the media. Al-Dujaily noted that there are 226 parties and collectives registered for the election.
